UNI-Video Service Functions

(1) Visual Phone

Uni-Video visual phone service is mainly applied to relative greeting, friend gathering, and other point-to-point visual communications. At home installed with video terminal or Unicom public video service point, user can achieve clear voice and image visual phone communication with the friends and relatives in China and other countries and regions just adopting the dialup method as ordinary phone to dial the video terminal number of the other side.

(2) Point-to-point Video Conference

User may make use conference type or desktop video terminal remoter to call the number of the other side directly to establish communication. This is applicable to small conference, business talk, remote discussion, etc.

(3) Multi-point Video Conference

Multi-point video conference is a multi-point visual communication conducted through Uni-Video video conference system. VII. How to Access Network

User Access Method

User may apply for this service at China Unicom service halls at all levels or bid customer acceptance center. Enterprise may user Unicom broadband video service through two ways: One is become Unicom enterprise broadband video service user; second is to temporarily lease union hotel video conference room of Unicom broadband video conference. Communication is available among user self-prepared terminal, video terminal of Unicom broadband video conference union hotel, and video terminal of Unicom public broadband video service point.

Procedures for User to Access Network

(1) Service Application

With the assistance of Unicom personnel, user fills in service application form. Main contents include detailed address of each access point, access rate, and access mode, etc. China Unicom can provide varied conference rates including 384kb/s, 768kb/s, 1Mb/s and 2Mb/s. It is recommended that user selects two access rates: 384kb/s and 768kb/s (high-definition mode).

(2) Sign Service Agreement

(3) User procures video terminal passed through Unicom network access test or lease Unicom video terminal.

(4) Debugging, Test, and Commissioning

Unicom will provide circuits and complete user video terminal access, complete user registration and terminal registration, provide user account, password, and terminal configuration parameters to user.

(5) User will conduct commissioning acceptance and delivery for use.

VIII. Way of Payment and Charge

Way of Payment

China Unicom provides user with two ways of payment: post payment and pre-payment.

Post-paid Mode

China Unicom will set overdraft amount according to the video service contract signed with user and depending on the credit standing of user. User should use the video service within the credit range. The service will be suspended if user exceeds the credit limit. User should pay the charge at Unicom service hall or agent service point according to actual expenses each month.

Prepaid Mode

User shall pay a certain amount of service charge before use of service. China Unicom will deduct the service charge from the advancement according to the actual expenses.

Charge Package

1. Debugging and test charge (one-time), unit: RMB/terminal

Note: User must pay debugging and test charge again if changes circuit.

2. Monthly basic charge: Monthly service charge shall be paid on a monthly basis, including 10 hours of multi-party visual communication free of charge, point-to-point visual communication free of charge (only limited to two domestic points; if one point is in Hong Kong, Macao, Taiwan, and foreign countries, a charge at RMB 5.0/party/min will be collected), and dedicated line access charge of domestic inner land terminal at equivalent rate.

(1) Every access of one terminal, unit: RMB/access point/month

(2) Every increase of 384k bandwidth, additional charge at RMB/month

(3) Every increase of a terminal, additional charge at RMB/month

I. What Is Uni-Video Hotel Union?

Uni-Video Hotel Union is a brand new strategic union built between China Unicom and hotel, which jointly provide hotel broadband video conference room leasing service to the public, enable customer to enjoy hotel star-class service while enjoy video service at cheaper price. User using Uni-Video hotel video system technical platform can conduct remote video conference, remote training, business negotiation, enterprise product release, etc. not only in more than 140 tied hotels, but also using Unicom professional video conference room spread across the country.
 
Expense Comparison between Traditional Meeting and Uni-Video Hotel Union Meeting

The head office of a company is located in Beijing. This company has 10 subcompanies (in Shanghai, Guangdong, Hainan, Heilongjiang, Xinjiang, Sichuan, Shandong, Henan, Gansu, and Yunan). The company plans to hold a half-day working meeting in head office in Beijing. In traditional meeting mode, each branch company will send four persons to attend the meeting. The service charge of Uni-Video Hotel Union is composed of three parts:

Debugging and test charge + Unicom Video service charge + conference room rental

1. Debugging and test charge: RMB 1000/point

◆ In case of multi-point video conference (three parties and above), Unicom will collect one-time debugging and test charge at RMB 1000/point × quantity of meeting place.
 
◆ Debugging and test charge will be exempted for two-point video conference.

(1) Price of hotel conference room: The price shall be determined by user and the hotel concerned through negotiation separately depending on the quantity of attendants.
 
(2) Price of Unicom conference room: Unicom Beijing Company provides two professional video conference rooms (accommodating 40 person and 160 persons respectively); the rent of the conference room for 40 persons is RMB 2,000/half a day and RMB 4000/day; the rent for the conference room of 160 persons shall be RMB 4000/half a day and RMB 8000/day.
 
The price of the conference room of other provincial companies of Unicom shall be determined through negotiation separately depending on the quantity of attendants.

II. Description of UNI-VIDEO Visual Telephone Service

1. Point-to-point Visual Telephone

It is mainly applied in point-to-point visual communication. Communication may be established by directly calling the number of the other side. It is suitable for the application of small conference, remote visit to relatives, discussion, remote medial treatment, etc.

User uses the remoter of conference room terminal or desktop terminal or directly dials the visual terminal number of the other side on visual telephone. Visual terminal normally is provided with address book. User may add frequently dialed visual terminal numbers to address book and just select the terminal of the other side from address book directly in the future. 

2. VOD Service

By dialing specific number, user may order some value-added service including TV and MTV.

3. Dial Fixed Telephone and Mobile Phone

User may call fixed telephone or mobile phone through conference television terminal.

4. Transmit Picture and Text Information

In the course of meeting, user may transmit pictures and text information through terminal.

Note: This function needs terminal support.

III. Operating Method of UNI-VIDEO VISUAL Telephone

1. Point-to-point Visual Telephone

(1) User can dial the visual terminal number of the other site directly on visual telephone (user number 1012XXXXXXX or 1014XXXXXXX).

(2) Generally visual terminal is provided with address book. User may add frequently dialed visual terminal numbers to address book and just select the terminal of the other side from address book directly in the future.

2. Operating Instructions on Dialing Fixed/Mobile Phone

(1) Dial Fixed Telephone

User can dial area code + telephone number directly;

(2) Dial mobile phone

Dial the mobile phone within province: User can dial called mobile phone directly;

Dial the mobile phone out of province: User can dial 0+ called mobile phone directly;

3. Operating Instructions on Transmitting Picture and Test Information

Transmission of picture and Test Information is one of the additional functions of the TV terminal in some room conference. Picture can be transmitted in point-to-point visual call or in multipoint conference TV.

The picture transmission functions can be further divided into demonstration picture function (i.e., slide demonstration function), image snapshot function, stream medial participation function, etc.

Test information function mainly refers to the access of text camera in the optional components of terminal for the exchange of Test Information.

IV. Access Mode

1. Dedicated Line Access Mode

If user adopts dedicated line access mode (E1, ATM/FR dedicated line), the physical bandwidth should be above 512K. This access mode is suitable for enterprise broadband video user, remote medical treatment, and remote teaching, and other modes.

2. Broadband Internet Network Access Mode

The bandwidth of video service should be above 384K for user accesses public Internet access bandwidth. This access mode is suitable for the users without dedicated line access conditions, users with lower video quality requirement, and individual users.

V. Selection of Video Terminal

User must select the video terminal tested by Unicom. The terminals that have been tested by Unicom include POLYCOM, TANDBERG, ZTE, HUAWAI, ZHONGTAI, VCON, VTEL, LEADTEK, AETHRA, and many other terminals. The requirements on PC-based terminal hardware are that the configuration must be equivalent to PIII450, 128M RAM and above.
