 Charge Principle
When China Unicom users utilize GSM international roaming service, execute two-way charge principle, that is, both the calling party and the called party shall be charged. Specific structure of roaming call charge is as follows:

1 . Call the local telephone: airtime charge for the calling party (1) ×115% |

2 . Call the international call (including dialing to China inland) of the visited place: (airtime charge for the calling party (1) + international long-distance call charge (2) ) ×115% |

3 . Be called: include a ( INTERNATIONAL LONG-DISTANCE CALL CHARGE from China to the visited place (3) ×115% ) and b ( airtime charge for the calling party of the called (4) ×115%), of which a is the section that any called will be charged, and b is the section that charge or not will be decided based on the charge principle formulated by operators of the roaming place . |

4 . Send short message: international roaming short message charge (5) ×115%+(0 . 1 Yuan) |

5 . Receive Send short message: most operators do not charge any fee for receiving short message, but this is a common practice not an observant principle, so uses shall make investigation on operators' materials for confirmation before going on a visit . |

6 . Call set-up charge: besides charging call charges calculated by hour, few operators charge the call set-up charge by times. |

7 . In addition, some GSM operators also charge certain proportion tax fee as well as call charges in accordance with the national or local government provisions. |
Among the aforesaid call charges, charge standards (including expense, discount hours, point of charging initiation, charge unit and currency unit) of (1), (2), (4) and (5) are all decided by operators of the roaming place. These call charges are raised by the local operators and are converted to SDR (settlement unit between GSM operators) value based on the exchange on the designated date. And then China Unicom will convert SDR value to Renminbi and charge from users by 15% more.
Refer to the charge standard of dialing international long distance of China for the charge standard of (3). This call charge is directly calculated by Renminbi and charge from users by 15% more.
Most operators take the time when the called party answers a call or device (including fax machine, voice mailbox etc.) answers the phone as the point of charging initiation. If the called party makes no response, no charge will be collected. But there is individual operator start to charge call charges from the call start point (no matter the called party is answered).
